| 开放资源建设是资源建设的重要内容之一，也是未来的发展方向。文章阐述了开放资源建设的内涵，以欧盟委员会和NIH作为样本机构，选取4个有影响力的开放资源建设案例进行研究，对样本案例从资源机制、服务机制、政策机制3个方面进行了考察。最后对样本案例的经验进行了总结，提出扩大资源类型、进行联盟建设、开发知识服务及产品的建议。 |

| Open access resources development is one of the most important components in the col ection development of libraries, which is also the future trends. 4 Open access resources development cases from European Commission and NIH were analyzed as samples according to their resources mechanisms, services designs and policy systems. Especial y, at the basis of the demonstration experience of these outstanding practices, we should continue to expand resources scopes, pay at ention to al iance and cooperation, and develop knowledge tools and products. |
