| 以我国27家省级公共图书馆和教育部42家“双一流”高校图书馆门户网站为研究对象，通过网络调查发现，部分公共图书馆网站的法律声明中包含用户隐私保护内容，高校图书馆网站未发现用户隐私保护的相关条款。隐私条款围绕《信息安全技术 个人信息安全规范》对用户信息的收集内容、方式、目的，以及用户行为数据的使用做了相关规定，图书馆领域却未普及。建议图书馆以《信息安全技术 个人信息安全规范》为标准，制定与业务相适应的隐私条款，并逐步建立规范、统一的用户隐私保护机制，充分发挥行业自律的示范作用，构建适应图书馆业务发展的隐私保护制度，从而促进图书馆智慧服务的健康发展。 |

| Taking the portal websites of 27 provincial libraries and 42 double-first-class university libraries of the Ministry of Education as the research object, through online investigation, it is found that some legal statements of public library websites contain the contents of user privacy protection, while the website of university library does not find the relevant provisions of user privacy protection. The privacy clause focuses on the content, method, purpose of collecting user information and the use of user behavior data in the Information Security Technology Personal Information Security Specification, but it is not popular in the field of library. Proposed the library to the personal information security standard of information security technology, formulation and appropriate to the business “privacy policy”, and gradually establish a standardized and unified user privacy protection mechanism, give full play to the self-discipline of the demonstration effect, to construct privacy protection system of library business development, so as to promote the healthy development of the intelligence service. |
