| 开放获取是科学研究向数字化更广泛过渡的一部分。德国科学界作为开放获取思想及倡议的发起者及实践先驱，其开放科学战略历来受到广泛关注。本文通过文献调查与网站调查相结合的方法，对2016年德国联邦教育及研究部发布的开放获取战略，以及发布两年来的实践内容，在框架体系、指导原则、实践举措等方面进行揭示，为我国科学研究领域开放获取工作提供借鉴。 |

| Open access is part of a broader transition to digital of science. As a pioneer and pioneer of open access ideas and initiatives, German science has always received widespread attention.
