| 数字资源管理和开发利用中面临复杂的权益问题，有必要构建一套系统化、规范化的数字资源权益管理方案。本研究在分析图书馆数字资源权益管理系统相关研究与实践现状的基础上，研发中国科学院文献情报中心数字资源权益管理系统，介绍该系统的建设背景、目标定位、建设框架、功能设计、关键业务流程、技术方法等内容，并进一步思考数字资源权益管理系统的未来发展方向。 |

| There are complex Rights and Interests problems in development and utilization process of digital resources. It is necessary to build a systematic and standardized management scheme solving the above problems. This study analyzes the research and practice status of library digital resource Rights and Interests management system, develops the digital resource Rights and Interests management system of National Science Library, Chinese Academy of Sciences, introduces the construction background and target positioning, construction framework and function design, key business processes and technical methods of the system, and further considers the future development direction of digital resource Rights and Interests management system. |
