| 推动政府数据开放共享有助于“盘活”政府数据资源，实现政府治理能力现代化，构建智慧型政府。在当前的大背景下，从政府层面通过颁布政策的方式为数据开放共享提供支持与保障有其必要性。就目前看来，各省（自治区、直辖市）大多数已制定相关政策，但政策中都还有不完善的地方，因此可以通过分析当前政策，结合已有政策的不足构建出统一的政府数据开放共享政策的内容体系框架。 |

| Promoting the open and sharing of government data will help “revitalize” government data resources, realize the modernization of government governance capacity, and build an intelligent government. Under the current background, it is necessary for the government to provide support and guarantee for the open sharing of data by issuing policies. At present, most provinces (autonomous regions and municipalities directly under the Central government) have formulated relevant policies, but there are still some imperfections in the policies. Therefore, a unified content system framework of government data open and sharing policy can be constructed by analyzing the current policies and combining the deficiencies of existing policies. |
