| 如何在开放与融合的背景下建设学术出版平台，已经成为国内学术出版界及整个学术交流圈共同关注的问题。本文梳理近十年国外在收购业内技术公司、布局智能计算、进军开放业态及融合社交媒体等方面的具体举措，在此基础上分析我国学术出版平台建设现状与存在的问题，探析在开放背景下鼓励我国英文学术期刊回归国内平台、积累规模化服务能力，在我国算法治理体系下推动平台智能计算核心技术应用、提升深度服务能力以及在媒体融合背景下分阶段实现平台传播能力建设等发展路径，以期实现国内学术出版平台分阶段、差异化、跨越式发展，有效支撑科技创新。 |

| How to build an academic publishing platform under open access and media convergence has become a common concern of the domestic academic community. In this paper we describe the specific measures taken by international publishing companies in the past decade, including acquisition of industrial technology companies, development of intelligent computing technology, implementation open access related publishing model and serving more users through media convergence. We analyze the current situation and existing problems of domestic academic publishing platforms. We make three suggestions, one is to encourage our English academic journals back to domestic platforms, the other is to develop intelligent computing technologies under our algorithm governance system, and the third is to enhance academic content dissemination and become the access portal of academic users. |
